One does not overrule the other! The point of need should be addressed-no argument! As for investigating the reasons behind the lack of actually doing diligence becomes the question. Other cities are finding that providing homes cuts costs in the "homeless issue" This says to me that we are dealing with some rather unsavory hand-me-down beliefs. In fact i am reminded of the heads on poles in ancient times, those reminders of what happens when a person fails to play the "game." The next level after the social construct query, is about unity and how once one understands the bigger super reality, the manmade construct looks misguided. As the patterns of idea repeat in many so called disciplines, again and again with "new" iterations, the "progress" report is used to massage the ego of status quo or something, Never the less its the thinking that created the problem and it won't solve it!
