I certainly hope the other half goes to programs like Lava Mae. I was homeless and striving to not-only get on my own feet again, but actually hoping to find a way to inspire others around me to join me in recuperating themselves. For synergies sake if nothing else. The hardest things to accomplish (eating was not even on the hard list) was getting clean enough to have a shot at finding work. That mostly means a shower, it also means clean laundry. Next is storage (about 27 cubic feet will do). If you're forced to carry your entire life with you and there is no safe place to hide it, then all the blame in the world on politicians won't get you enough work to stand up once you're down. I also believe that President Obama is excellent at creating leverage over handouts. Including using the power of the law to cause my first acceptance letter in 14 years from a health insurance company (I still pay a lot for that insurance), other programs he is creating to lower the barriers to entry for every American to earn a living as a Maker, are the likes of which the world has never seen let alone this country. I spent 12 months on Food Stamps and Healthy San Francisco and 6 months on General Assistance and I will likely pay enough money in taxes in my lifetime to support more than 200 years of those same services to others. If we work together though, there won't be that much need going around in the future. If we sit there point fingers and telling victim stories we will need it.
